{"id":22899,"date":"2024-05-17T09:07:16","date_gmt":"2024-05-17T14:07:16","guid":{"rendered":"http:\/\/www.gadjoyasachas.gob.ec\/?p=22899"},"modified":"2024-05-17T09:08:03","modified_gmt":"2024-05-17T14:08:03","slug":"lluvias-generan-inundaciones-en-san-sebastian-del-coca","status":"publish","type":"post","link":"https:\/\/www.gadjoyasachas.gob.ec\/index.php\/2024\/05\/17\/lluvias-generan-inundaciones-en-san-sebastian-del-coca\/","title":{"rendered":"LLUVIAS GENERAN INUNDACIONES EN SAN SEBASTI\u00c1N DEL COCA"},"content":{"rendered":"<p><strong>COE Cantonal se activ\u00f3 para atender a familias damnificadas por las inundaciones<\/strong><\/p>\n<p style=\"text-align: justify;\">La Alcald\u00eda de Sacha activ\u00f3 las diferentes Mesas T\u00e9cnicas que integran el COE Cantonal, debido a las lluvias registradas desde la madrugada del domingo 5 de mayo, que han ocasionado afectaciones a diversos sectores, siendo la parroquia San Sebasti\u00e1n del Coca, la m\u00e1s afectada. Los sectores afectados son los siguientes:<\/p>\n<ul style=\"text-align: justify;\">\n<li><em>Barrio 14 de Febrero.<\/em><\/li>\n<li><em>Barrio Palma Oriente.<\/em><\/li>\n<li><em>Otros sectores del margen izquierdo de la v\u00eda Francisco de Orellana hacia La Joya de los Sachas.<\/em><\/li>\n<li><em>Viviendas afectadas.<\/em><\/li>\n<li><em>Varias personas evacuadas.<\/em><\/li>\n<li><em>V\u00edas que conducen al Centro de Salud antiguo con registro de socavamiento.<\/em><\/li>\n<\/ul>\n<p style=\"text-align: justify;\">Ante esta emergencia, la <strong>Alcald\u00eda de Sacha<\/strong> trabaja en coordinaci\u00f3n con el Cuerpo de Bomberos de La Joya de los Sachas, en atenci\u00f3n de damnificados y gesti\u00f3n de veh\u00edculos para la movilizaci\u00f3n de las familias que necesitaban ser evacuadas al encontrarse en zonas afectadas y de inundaciones. Adem\u00e1s, la Direcci\u00f3n de Gesti\u00f3n de Obras P\u00fablicas, realiza drenajes para evacuar el agua estancada.<\/p>\n<p style=\"text-align: justify;\">El Comit\u00e9 de Operaciones de Emergencias del cant\u00f3n La Joya de los Sachas, en sesi\u00f3n permanente del 06 de mayo de 2024, acorde las sugerencias de representantes de las instituciones que conforman el COE Cantonal y por decisi\u00f3n un\u00e1nime de los miembros del pleno, dentro del marco de la emergencia acuerda:<\/p>\n<p style=\"text-align: justify;\"><strong>1.-ACTIVAR<\/strong>. al Comit\u00e9 de Operaciones de Emergencias del cant\u00f3n La Joya de los sachas con la finalidad de establecer acciones en beneficio de los barrios afectados en San Sebasti\u00e1n del Coca afectados por el evento de inundaci\u00f3n suscitado el 05 de mayo de 2024.<\/p>\n<p style=\"text-align: justify;\"><strong>2.-DISPONER<\/strong> a la Mesa T\u00e9cnica de Trabajo N\u00ba 1, la oportuna intervenci\u00f3n para la reconexi\u00f3n de agua dentro de la parroquia y el abastecimiento de la misma mediante tanqueros a los barrios que sufrieron la suscepci\u00f3n del servicio en coordinaci\u00f3n con el Cuerpo de Bomberos Joya de los Sachas. Adem\u00e1s, la rehabilitaci\u00f3n de los servicios b\u00e1sicos afectados.<\/p>\n<p style=\"text-align: justify;\"><strong>3.- DISPONER <\/strong>a la Mesa T\u00e9cnica de Trabajo Cantonal N\u00b0 4, realizar el levantamiento de las Fichas de Evaluaci\u00f3n Inicial de Necesidades en los barrios afectados, mantener habilitado y la gesti\u00f3n del alojamiento temporal (Coliseo de la Parroquia) hasta la evaluaci\u00f3n de las viviendas.<\/p>\n<p style=\"text-align: justify;\"><strong>4.-SOLICITAR. <\/strong>a la Secretar\u00eda Nacional de Gesti\u00f3n de Riesgos complementar la entrega de asistencia humanitaria a las familias afectadas previo a la solicitud del GADM de la Joya de los Sachas con el respectivo informe de evaluaci\u00f3n Inicial de Necesidades (EVIN Comunitario y formularios familiares)<\/p>\n<p style=\"text-align: justify;\"><strong>5.- DISPONER<\/strong> a la Direcci\u00f3n de Obras Publicas del GAD Municipal de Joya de los Sachas, ejecutar la limpieza de zanjas y mantenimiento de calles.<\/p>\n<p style=\"text-align: justify;\"><strong>6.-COORDINAR<\/strong>, con Ministerio de Inclusi\u00f3n Econ\u00f3mica y Social, y Cruz Roja realizar la complementariedad de la asistencia humanitaria en las zonas afectadas por la inundaci\u00f3n<\/p>\n<p style=\"text-align: justify;\"><strong>7.- DISPONER<\/strong>. Al propietario de la Estaci\u00f3n de Servicio S&amp;P (gasolinera), propietario del Motel EL EDEN, y al propietario de la TRTURADORA LA JOYA, realicen el cambio inmediato de las alcantarillas que facilitan el ingreso a sus establecimientos por unas de mayor dimensi\u00f3n a la brevedad posible. Como medida preventiva ante inundaciones futuras.<\/p>\n<p style=\"text-align: justify;\"><strong>8.- SOLICITAR<\/strong> a la Corporaci\u00f3n Nacional Electricidad de la Agencia Sacha la rehabilitaci\u00f3n del poste de luz que se vio afectado por los trabajos de drenaje realizados<\/p>\n<p style=\"text-align: justify;\"><strong>9.- SOLICITAR<\/strong> al GAD Provincial de Orellana realice el estudio para la implantaci\u00f3n de un proyecto de mitigaci\u00f3n que ayude a la evacuaci\u00f3n de las corrientes de aguas lluvias que causan inundaci\u00f3n a los barrios de San Sebasti\u00e1n \u201cBarrios: la Uni\u00f3n, San Agust\u00edn, 14 de febrero, Mar\u00eda Elena, Central.<\/p>\n<p style=\"text-align: justify;\"><strong>10.-SOLICITAR<\/strong> al Misterio de Transporte Obras Publicas, realice el estudio pertinente y determine las obras correspondientes en vista que el alcantarillado que atraviesa la v\u00eda estatal E45A. Mismo que en este enveto ocurrido se ha podido observar la dificultad de descarda a agua cuando se tiene precipitaciones fuertes como referencia el evento de inundaci\u00f3n suscitado el 05-de mayo de 2024 para el cambio de las alcantarillas de la estatal.<\/p>\n<p style=\"text-align: justify;\"><strong>11.- DISPONE<\/strong> a la Direcci\u00f3n de Obras P\u00fablicas del Gad Municipal de la Joya de los Sachas, ante el evento de inundaci\u00f3n suscitado en San Sebasti\u00e1n, que se articule acciones con las instituciones involucradas como \u00e9l: MTOP, GAD PARROQUIAL, GAD PROVINCIAL DE ORELLANA, entre otras instituciones que conforman la Mesa T\u00e9cnica N\u00ba 3 para rehabilitar la v\u00eda alterna margen derecho en sentido el Coca \u2013 Sacha que result\u00f3 afectada producto de la intervenci\u00f3n que se realiz\u00f3 con la finalidad de permitir la evacuaci\u00f3n de las aguas anegadas en los sectores aleda\u00f1os.<\/p>\n<p style=\"text-align: justify;\"><strong>12.-<\/strong> <strong>DISPONE AL DISTRITO DE SALUD<\/strong> formar brigadas de atenci\u00f3n m\u00e9dica para las personas afectadas, y tambi\u00e9n se realice las fumigaciones para la prevenci\u00f3n vectorial.<\/p>\n<p style=\"text-align: justify;\"><strong>13.-<\/strong> <strong>ELEVAR<\/strong> las necesidades presentadas ante la emergencia de inundaci\u00f3n en la Parroquia San Sebasti\u00e1n del Coca en el <strong>COE Cantonal<\/strong> hacia el <strong>COE Provincial<\/strong> con la finalidad de establecer mecanismos de respuesta considerando que son las instancias de mayor \u00e1mbito territorial y mayor capacidad t\u00e9cnica y financiera.<\/p>\n<p style=\"text-align: justify;\">La alcaldesa Lizeth Hinojosa de manera inmediata asisti\u00f3 al lugar llevando alimentaci\u00f3n, agua, colchones, frazadas, que ser\u00e1n utilizados para la implantaci\u00f3n de los albergues en el coliseo de San Sebasti\u00e1n del Coca, asignado como alojamiento temporal, en el que se registran los siguientes datos:<\/p>\n<ul style=\"text-align: justify;\">\n<li><em>81 personas alojadas.<\/em><\/li>\n<li><em>31 familias damnificadas.<\/em><\/li>\n<\/ul>\n<p style=\"text-align: justify;\">La <strong>Alcald\u00eda de Sacha<\/strong> trabaj\u00f3 hace 2 meses junto al <strong>Gobierno Parroquial San Sebasti\u00e1n del Coca, y ADRA, <\/strong>para la instalaci\u00f3n de un albergue, que ante la emergencia sirve como alojamiento temporal. Adem\u00e1s, junto al <strong>Centro de Asistencia Social Integral para Grupos de Atenci\u00f3n Prioritaria CASIGAP, Gobierno Provincial de Orellana y Bomberos de Sacha<\/strong>, se ha logrado reunir donativos para llegar con las dotaciones de colchones, ropa para ni\u00f1os (as) y adultos, zapatos, cobijas, s\u00e1banas, pa\u00f1ales, alimentos no perecibles y v\u00edveres. A esto se suma trabajos realizados con la maquinaria de obras publicas para el encausamiento de aguas, restauraci\u00f3n de v\u00edas y el recorrido que realiz\u00f3 la m\u00e1xima autoridad municipal sobre las zonas afectadas, con la finalidad de identificar y evaluar las problem\u00e1ticas y poder llegar con soluciones inmediatas.<\/p>\n<p><strong>Unidad de Comunicaci\u00f3n Social, Relaciones
